By-Law Enforcement

Original copies of all by-laws are stored in the City Clerk's office.

A quick look at Traffic and Parking By-law 45-89 and some of the parking restrictions that do not require signing along with their associated set fines;

General Parking Regulations section 19

A $35.00 fine will be issued if you park a vehicle on any sidewalk, crosswalk or boulevard, in front of or within 1 metre of any lane, driveway or alley entrance, or with the right hand wheels of the vehicle at a greater distance from the curb line than 0.3 of a metre, or in winter, subject to Paragraph 5 of this section, as nearly within such distance as conditions of the highway permit.  Other general restrictions can be seen within the Traffic and Parking By-law

Maximum Parking Time Limits section 23

A $50.00 fine will be issued if you park a vehicle for a longer period than five (5) hours between the hours of 6:00 a.m. to 12:00 midnight or a commercial vehicle for a longer period than two (2) hours upon any part of any Highway in the City of St. Thomas.

Overnight Parking on City Streets section 24

A $50.00 fine will be issued if you park a vehicle upon any part of any street in the City of St. Thomas between the hours of 3:00 a.m. and 5:00 a.m. from November 15th to March 15th of the following year.  Visit our Overnight Parking page for more information as an overnight parking permit may be available to you.

By-law questions and complaints should be made to the department which is responsible for the specific by-law.

The Roads and Transportation Service Area of the Environmental Services Department is responsible for by-law enforcement services relating to animal control functions, parking enforcement, and some general by-law enforcement services.

The most common by-law complaints that are investigated are Animal Control 17-2011, Tidy Lot 6-94, and Parking 45-89.

General City by-law enforcement services are available Monday through Friday from 8:00 a.m. until 4:30 p.m. Parking enforcement is available Monday through Friday from 9:00 a.m. until 5:30 p.m. .
